Occupant Warning Systems

PIC 1 – An illegal Occupant Warning System (OWS)

PIC 2 – A typical EWIS (Early Warning & Intercom System) Panel

The above illegal or non-compliant OWS does not meet the requirements of the installation standard (AS1670) so would be considered and recorded as non-compliant by your fire maintenance provider. That said, it has been deemed as acceptable that shouting, is an acceptable method of raising the alarm or awareness of a fire and to commence the evacuation of the property. Why then would PIC 1 be recorded as non-compliant? Good question. Well, once an installation has been put into place, it has standards to meet, whereas shouting is not an installation. That is fundamentally the difference. These systems are typically part of the building approval and must be installed to standards before the building will be signed off by a Building Certifier allowing the building to be occupied.

Fire Detection and Alarm Systems are to be inspected as per AS1851-2012 on monthly, 6 monthly and annual basis. Your fire maintenance provider will be licensed to complete and sign off said inspections and will provide the property representatives with the paperwork or evidence that these inspections have taken place. Fire Detection and Alarm Systems will also need to be mentioned on your annual occupier statement.
